The short answer is that I don't know. What's kind of funny is that
most of our medicaments--items with zero abuse potential, such as
cleaning agents for castings, temporary filling materials, rubber dam,
etc. have a "prescription only" designation. May be a rationale to
justify the high sales price, for all I know. Just speculating.

You want to purposely dose yourself with flouride? You want to save
your teeth by poisoning yourself? Seems a little drastic to save some
teeth. I would suggest you look into the toxic effects of flouride
before you potentially hurt yourself.
