Filling the hole with water and holding their muzzle in it for a few
seconds sounds like a very interesting approach. Sounds to me like
the outcome of that would be a confused dog that is scared of the
owner.

One good deterrent is to bury the dog's #2 in the hole that they dug.
Next time they start digging that spot they will stop immediately once
they get a whiff of what is in there.

Digging is tough because a lot of times the dog won't do it when
you're around. I like to set up "sting operations" where the dog
doesn't know i'm watching. The second they start to dig i issue some
type of correction (startle no command, or just a verbal "no"). Most
of the time i won't really praise them or try to redirect them at that
point. Just make it black and white that digging is unwanted.

and the bottom line is that a relaxed, tired dog won't dig. more
structured exercise!!
