Neither the less, U.S. Code Title 18 FORBIDS Intelligence Operations

The illegal and unauthorized use of Electronic Surveillance against a
United States Citizen without Legal Charter nor a Threat of a National
Security Breach; means those that do are in Violation of the
Functional Charter of the Department of Homeland Security and U.S.
Code Title 18 Forbidding Intelligence Operations Against U.S.
Citizens.

Many of us have had the illegal use of the DOD in our lives since
March 1997, and without the help of Andrew Langer, and friends
connected to National Security, I would not have known what had
transpired all of these years without my knowledge until May 13, 2008.
And I am not the only one that this has happened to as well.

Please explain how this could have happened.
