Yesterday my front wheel of my manual wheelchair (9000- XT) came off the
plastic rim.

I tried to put it back on and found I am having a problem in doing so.

I contacted the VA Hospital but can not have anyone to check until Monday.

Can anyone give me advice how I can do it my self.

This is a solid rubber tire I assume? First, whatever else you try, use
some soapy water to lube the thing up. You'll never see a tire shop try to
mount a tire without soaping the bead first. Also keep in mind that I have
not had to try any of this and don't know if it'll work....

If you have good hand strength, see if you can work it back on by hand. You
might also try using a rubber mallet to coax the tire back into place
(gently please, don't break the rim). Use a piece of 2x4 or something to
support the wheel while you thump on it.

Lastly, definitely have it checked out ASAP. There's a reason that the tire
came off, and if it or the rim is damaged, you want to get that fixed before
it has a chance to hurt you.
