Of course, but then that has to be somehow balanced with the freedom to
take a complaint to court. I think an unbiased hearing held in
confidence to appraise the plaintiff of the probable/possible outcomes
and then let 'er fly.

I am having trouble figuring out who is stalking who. Its kinda'
