He is the fastest swimmer in the world (helped in no small degree by his physique including but not limited to size 14 feet - flippers, anyone?) but calling him a hero is preposterous. Off topic but here is an example of a real hero - and such people are much less famous - Shavarsh Karapetyan, an Armenian finswimmer. He was a European champion. One day he witnessed a crowded trolley-bus falling into the water. He jumped in and at the depth of 33 feet broke the back window, then pulled to the surface, one by one, as many people as he could before it was too late. He rescued 20 passengers out of 92. He got cuts and scrapes in the process, and the water was contaminated with sewage. He had pneumonia and sepsis. After 45 days of unconsciousness he recovered but he had to resign his sports career. He was 23 - the same age as the sellout Michael Phelps.
