Just quickly, some things to consider;

1- Get an assessment by a physiotherapist, occupational therapist or someone
with some experience or training. Even if you don't follow their
recommendations they might give you ideas/alternatives/things to look for or
avoid.

2- If your dad has trouble walking, remember he will have to walk to & from
a scooter - this might be fine for now, but in the future it could be
beneficial to allow him to be able to drive right up to a table with a
powered wheelchair. (Usually scooters have handle bars in front, powered
wheelchairs have a joystick at the front of an armrest.)

3- Manouverability of a chair is typically much better than a scooter -
important if it is to be used indoors.

4- Spend some time researching, both on the internet and at supplier's
showrooms & try before you buy!
