Dorsiflexion is the movement which decreases the angle between the foot and
the leg, so that the toes are brought closer to the shin. The movement
moving in opposite directions is called plantarflexion.

It occurs at the ankle.[1]

The range of motion for dorsiflexion is indicated in the literature as 20�
to 30�.

quotes dorsiflexion angles for knee extended versus knee flexed; they look
like about 0.5� for knee extended and 4.8 � for knee flexed. It still
doesn't fit the numbers you gave, so I don't know.
